Gibraltar, which already hosts fifteen online gaming companies, has passed a new law that will lay the groundwork for a statutory licensing and regulatory framework for online gambling. The Mediterranean licensing jurisdiction of online gambling, Gibraltar will introduce a ministerial-controlled Licensing Authority with the current Gibraltar Regulatory Authority continuing to act as the Gambling Commissioner. According to the new law passed in the Gibraltar House of Assembly this week, all of the computer equipment used for the purposes of online casino gambling must be kept on premises that are: “secure and free from access by unauthorized persons". In addition, the “responsible gambling” guidelines now in effect require that any gambling website under license in Gibraltar must contain a direct link to an organization dedicated to assisting players with gambling problems or addictions. The law further states that a license holder must "designate a named person to be responsible for formulating responsible gambling policies". The law also holds that players must be warned that they should not gamble beyond their means. Another requirement of the new law is that all gambling websites post the full name of the license holder and the address from which he does business. The site must also avoid advertising that is "false, deceptive or misleading." Gibraltar’s new law also attempts to address the problem of possible money laundering by stipulating that the license holder must inform the Gambling Commission within 24 hours of any suspected money laundering activity.
