One of the main reasons why the online gambling industry is booming in Costa Rica is because the government has not created a proper online gambling regulatory framework. The government issues the online gambling gaming industry with a normal commercial license which is applicable to all industries.

The R&M (Research and Markets Organization) has released a report on Costa Rica gambling and gaming 2011. First, an overview is provided in the report of the economy, political environment, population and location of Costa Rica. Another detailed section offers insight to the infrastructure in the gaming industry including communication, payments and foreign investment. Land based gambling is also covered in the report and it discusses tourism and infrastructure. The focus, however, is the gambling market in Costa Rica. Gaming activities which are specific in the region such as lotteries, casinos, betting, bingo and online gaming are fully discussed. The end of the report discusses the advertising regulations that have an impact in the gaming industry.

A spokeman for R&M has paid attention to a section in the report and indicated that if both the illegal and legal gambling activities in Latin America were combined, the region would likely generate at least $150 billion each year. He went on to state further that 12 principle gambling countries in Latin America were able to generate $33 billion when combined only in legal gambling. Of this amount, local folks in Latin America contributed $10 billion, where an average person is estimated to spend $250 on gambling each year. Some of the most prolific gambling countries in Latin America include Costa Rica, Mexico, Brazil, Chile, Argentina, Peru, Columbia, Venezuela and Panama.

It is hardly a surprise that many online gaming operators along with their software providers are looking to partner with the gaming industry in Latin America. Offsidegaming, a software provider has recently announced its partnership with Tristar International, a marketing partner in Latin America to launch numerous casino, poker sites and online sports betting. A wide range of gaming products have been delivered by Offsidegaming, along with customer service facilities and back office operations. This will help Tristar International to acquire a dedicated player strategy, especially since Tristar International has maintained an excellent track record in the local internet gaming industry.
